Burnt Mills Shopping Center property manager Jon Rhodes confirms that the plans for a family-owned Italian restaurant from Bethesda “fell through.”  It is being replaced by a California Tortilla.  He also said a Chico’s women’s clothing store will go on the property.  (More details at the December 15 meeting.)   ■
